Seems to me the author needs to update it to work with the current. It appears to be available from gitHub too: In searching, it appears to be an out-dated file:
Do you have the WindowsAPICodePack.dll file on your system (I thought it might have be included in that ZIP file but I downloaded it and it is not.)
